Where the Bills Stand: A Mid-Session Update

The California Legislature's 2026 session cleared a major hurdle in May when the Assembly and Senate Appropriations Committees processed their suspense files. (If you missed our recap, read our blog post here.) The bills we're tracking are now moving through second-house committees, with several hearing dates already on the calendar. Here's the full rundown as of Tuesday, June 9 – and you can always find the latest by clicking on the "Status" button of each bill on our Legislative Tracker – plus opportunities to take action. 

Bad bill moves forward

AB 1740 (Zbur) — Gutting the Coastal Act Under Cover of "Multi-Modal" Transit Stopping this bill if the Coastal Act exemptions aren't removed, is one of our top priorities for the remainder of the session. AB 1740 passed the full Assembly on May 27 and is now in the Senate, referred to the Senate Committee on Natural Resources and Water with a hearing scheduled for June 23. The bill still threatens public beach access and Coastal Act protections despite a late amendment narrowing its application to Santa Monica and limiting it to two years. AB 1448 (Hart) — Protect California's Coast Against New Offshore Drilling Another of our major legislative priorities, AB 1448 closes critical gaps in California's protections against new offshore oil and gas drilling by prohibiting the use of existing infrastructure to support new federal leases. It passed the Assembly and is now in the Senate, passing the Senate Committee on Natural Resources and Water on June 9. The next stop is Senate Appropriations. Take action →

AB 2734 (Hart) — Whale Tail License Plate: Coastal Access Funding AB 2734 updates the Whale Tail License Plate funding structure so more of the revenue generated directly supports coastal access, outdoor education, and grant programs. It passed the Assembly and is now referred to the Senate Natural Resources and Water Committee, but has not yet been assigned a hearing date. [Action alert coming soon.]

SB 1180 (Allen) — California Plastic Pollution Mitigation Fund SB 1180 creates a dedicated fund under the Plastic Pollution Prevention and Packaging Producer Responsibility Act, directing resources toward reducing plastic waste at its source. It passed the Senate and is now in the Assembly, assigned to the Assembly Natural Resources Committee, awaiting a hearing date. [Action alert coming soon.]

SB 1268 (Gonzalez) — Outdoors for All: Equitable Outdoor Recreation Access SB 1268 codifies the goals and programs of the Outdoors for All initiative, prioritizing equitable access to outdoor recreation and park expansions in underserved communities. It passed the Senate and is now in the Assembly, with hearings scheduled before the Assembly Water, Parks & Wildlife Committee and Assembly Natural Resources Committee on June 16. SB 58 (Padilla) — New Limits for Hydrogen Sulfide Standards SB 58 establishes updated, protective hydrogen sulfide air quality standards to safeguard the health of coastal communities near industrial facilities. It passed the Senate and is now in the Assembly, assigned to the Assembly Natural Resources Committee, awaiting a hearing date. Take action →

AB 762 (Irwin) — Ban on Disposable Nicotine Vapes AB 762 would prohibit the sale of disposable, battery-embedded nicotine vaping devices — a fast-growing source of single-use plastic waste on California's beaches. It passed the Assembly and is now assigned to the Senate Environmental Quality Committee, awaiting a hearing date. [Action alert coming soon.]

AB 2253 (Boerner) — Deceptive Recycling Claims AB 2253 cracks down on misleading "recyclable" labeling on plastic products, giving consumers accurate information and holding manufacturers accountable. It passed the Assembly and is now assigned to the Senate Environmental Quality Committee, awaiting a hearing date alongside AB 762. [Action alert coming soon.]

AB 1744 (Addis) — Truth in Labeling: "Reef-Friendly" Sunscreen AB 1744 establishes science-based standards for sunscreens marketed as "reef-friendly," protecting consumers and marine ecosystems from greenwashing. It passed the Assembly and is now in the Senate, with a hearing before the Senate Judiciary Committee scheduled for June 16. [Action alert coming soon.]

SB 1229 (Allen) — Post-Disaster Coastal Reconstruction Protections SB 1229 ensures that post-disaster reconstruction in coastal areas by new property owners does not encroach on public access easements, sensitive habitats, bluff setbacks, or state tidelands — while preserving permit streamlining for disaster victims. It passed the Senate and is now in the Assembly, passing the Assembly Natural Resources Committee on June 8. The next stop is Senate Appropriations. [Action alert coming soon.]
